- Tracts Location Clarification. See Graphic that shows proposed location of Tract 1 RFP 1 – Tax Credit project that is 4.1Acres. Total Area is 10.7 acres Tract 2 is 4.6 acres with a small retail outparcel. Tract 3 is detention/park and is 2 acres.
- Clarification on developer obligations for the commercial/support services space defined in RFP 1. This commercial/support services space is intended to be subdivided and leased to the successful proposer for development of the Project. This Tract will be a minimum of 4.1 acres and will have access to shared detention unless other arrangements for detention are negotiated with HFC by the successful proposer during the exclusive negotiation period. The Project requires that the successful proposer include in the project design 15,000 square feet that may be used for:
(i) support services designed to benefit the tenants of the affordable units;
(ii) commercial space, whether such space will be managed by the successful proposer, part of a joint venture with the successful proposer, or managed by a third-party in the business of managing commercial space;
(iii) or some combination of commercial space and support services. Proposers are encouraged to include any assumptions or limitations used for the support services/commercial space in developing the draft proforma for this Project.
The scoring criteria for development team qualifications includes points for teams with experience developing, directly or indirectly, projects that include commercial space or support services space. The costs of the Project associated with the support services/commercial space as proposed by the successful proposer will be reviewed with the HFC and its financial advisors during the exclusive negotiation period in order to ensure this priority will be accomplished in a manner that is financially feasible for the Project.
