The Harris County Housing Finance Corporation provides support for potential homeowners and members of the development community who value construction of quality housing for all as they contribute to the vitality of our community.
We offer first-time homebuyers low-interest loans, down payment assistance and other services to increase mortgage opportunities with little to no purchasing experience. The mission of these housing finance agencies is to develop local affordable housing stock to fit the needs of area homebuyers and renters who are an important part of the workforce for growing economies.

For Homeowners
SETH 5-Star Texas Advantage Program
Down payment assistance remains vital to homebuyers using Five Star Advantage. Borrowers with a 660 credit score may receive up to six points of assistance and a 5% mortgage rate or three points of assistance with a 4.375% mortgage rate.
The assistance is in the form of a grant. The program is highly successful throughout Texas, and continues to enjoy its greatest success within Harris County.

Texas Home Buyer Program (TDHCA)
The HOME Investment Partnerships Program (HOME Program or HOME) is funded by the U.S. Department of Housing and Urban Development (HUD). Authorized under the Cranston-Gonzalez National Affordable Housing Act, the purpose of the program is to expand the supply of decent, safe, affordable housing and strengthen public-private housing partnerships between units of general local governments, public housing authorities, nonprofits, and for profit entities. The Texas Department of Housing and Community Affairs (TDHCA) administers the HOME Program on behalf of the State of Texas, primarily in rural parts of the state. To find out more CLICK HERE
HCHFC Down Payment Assistance
Program (DAP)
We are pleased to announce the down-payment assistance program (DAP) for Harris County to be used in conjunction with the TDHCA single family mortgage program. DAP is subject to available funds and will be available to the first 50 approved applicants.
Program Highlights
- A $1000 grant per household is available to eligible low-to-moderate- and middle-income homebuyers for down payment and closing cost assistance
- Must be used with TDHCA single family mortgage program
