On October 15, 2025, local officials, community partners, and residents gathered in Houston’s Spring Branch neighborhood to celebrate the grand opening of Hartwood at Spring Shadows—a new affordable housing community that reflects Harris County’s ongoing commitment to expanding quality, attainable housing across the region.

Developed through a collaboration between Harris County Housing Finance Corporation (HCHFC), Harris County Housing and Community Development (HCD), Aetna, a CVS Health company, and Blazer Real Estate Services, Hartwood at Spring Shadows brings 125 new apartments to the area, with 112 units reserved for residents earning between 30 and 60 percent of the Area Median Income. Several of those units are designated for individuals and families with special housing needs, including people with disabilities, survivors of domestic violence, and those transitioning from homelessness.

The $34.5 million development was made possible through a mix of local, federal, and private funding sources. HCHFC provided $10 million in American Rescue Plan Act (ARPA) funds along with a 99-year ground lease to maintain long-term affordability. The project also utilized 9 percent Low-Income Housing Tax Credits (LIHTC) and received a $17.9 million equity investment from Aetna through Boston Financial.

“This project reflects the power of partnerships in expanding access to safe, affordable housing,” said Thao Costis, Executive Director of Harris County Housing and Community Development. “By combining federal relief dollars with private investment, we’re able to create lasting solutions that strengthen communities across Harris County.”

Hartwood at Spring Shadows was developed and is managed by Blazer Real Estate Services, which will also coordinate resident support services in partnership with local nonprofit organizations. Houston-based Spring Spirit will provide youth programming for residents, while Blazer will oversee wellness initiatives, financial literacy resources, and transportation assistance.

Located on Clarblak Lane near Clay Road, the development offers amenities such as a pool, fitness center, business center, children’s playroom, and high-speed Wi-Fi. The site’s proximity to grocery stores, public transit, and employment centers supports residents’ access to opportunity and stability.

Hartwood at Spring Shadows demonstrates what can be achieved when public, private, and nonprofit partners align around a shared mission: to make quality, affordable housing accessible to all. With its mix of supportive services, thoughtful design, and lasting affordability, the community stands as a model for future investment across Harris County.
