Jason McLemore joined HCTRA as Deputy Director of Administration after decades of public service in the Houston region, including for the Houston Airport System. He graduated from The Citadel, Military College of South Carolina in 1999 with a Bachelor of Science in Business Administration.

Thao Costis is the Executive Director of Harris County Housing & Community Development. She leads a department that strives to strengthen communities by investing in housing, infrastructure, and services that promote resiliency. Previously, Thao was President and CEO of SEARCH Homeless Services for over two decades.

Hon. Dwight Jefferson

Judge Jefferson is Of Counsel with Grealish McZeal P.C. and a retired State District Judge (215th District Court of Harris County, Texas). He has over 30 years of litigation experience. He earned his Bachelor of Government from the University of Texas in 1978, where he subsequently earned his J.D. in 1983.

Francisco Castillo

Francisco Castillo has served Harris County Precinct 2 and Commissioner Adrian Garcia since 2019 and is the current Housing and Homelessness Policy Advisor. He led the Precinct’s 2020 Census outreach efforts and the 2021 eviction-moratorium and COVID-19 emergency rental assistance response efforts with the Keep Harris Housed coalition. Castillo advanced the Yellow Cab and Hardy Yards multifamily key housing developments, led the creation of the Harris County CHDO Tax Exemption Policy, and coordinated the creation and implementation of the county’s first Homelessness on the Bayou policy to improve encampment response in flood-prone areas. He holds a Bachelor of Science in Political Science from Santa Clara University.

Melissa "Mel" Hamous

Melissa “Mel” Hamous manages grants and housing initiatives for Harris County Precinct 3. She began her public service journey with Harris County in 2003 and has extensive experience delivering projects and programs that support the safety and well-being of Harris County residents.

Adrian Ozuna is a Vice President at Prosperity Bank in Compliance specializing in CRA and Fair Lending. A native Houstonian, Mr. Ozuna has been in the banking industry for almost thirty years, working at a range of banks from large national institutions to local community banks.

Bryan Sanchez

Bryan Sanchez is a Senior Advisor with Boston Consulting Group. He formerly spent 18 years at Lionstone Investments, an analytics-driven real estate investment firm. He earned his Bachelor of Arts in Economic from Georgetown University and holds a Master of Business Administration from Harvard Business School.

Mercedes Sanchez is the Senior Director of Policy and Community Relations for Harris County Precinct 2. Her previous experience includes roles with Houston Hispanic Chamber of Commerce, Houston Apartment Association and Houston City Council Member Ed Gonzales. Mercedes holds a Bachelor of Arts in Economics from Southwestern University.

Christa D. Stoneham is the President and CEO of the Houston Land Bank, where she leads initiatives to transform vacant and tax-delinquent properties into housing and productive community assets. She brings over 20 years of experience in architecture, urban planning, and community development. Prior to her role at HLB, Christa held various public service positions focused on delivering impactful real estate and planning initiatives across Houston. She holds a Bachelor’s and Master’s degree in Architecture, as well as a Master’s degree in Community Development, all from Prairie View A&M University.
