The community celebrated its grand opening on May 13, 2026, at 19250 Park Row Blvd. in the Katy area of western Harris County — a $33 million mixed-income apartment community that didn’t just open its doors. Katy is one of the fastest-growing communities in Texas, but growth brings pressure. Harris County has surpassed 5 million residents, and affordability is now rated as “at risk” by the Kinder Institute for Urban Research at Rice University. Houston has the third most severe shortage of rental homes for low-income residents in the entire country.

Harris County Housing Finance Corporation and Palladium USA: Partners in Affordable Housing Success

Palladium Park Row Katy Living is a public-private partnership between Palladium USA and the Harris County Housing Finance Corporation and is the second affordable housing development the two organizations have built together. Financing came from Harris County ARPA funding, Low-Income Housing Tax Credits from the Texas Department of Housing and Community Affairs, and tax credit equity and long-term debt from PNC Bank.

The property was designed by HEDK Architects and built by The Brownstone Group. Thanks to partnerships like this one, Harris County HFC’s portfolio now includes nearly 9,000 affordable apartment units in development, construction, or operation across Harris County.

The speed at which this community filled up is a clear signal that the demand for quality, affordable homes in this part of Harris County is real, urgent, and far exceeds what currently exists.
