The selected partner must design, develop, construct and operate a project:

  • 

    200+ Affordable Housing Units

  • 

    100% affordable units (up to 80% AMI)

  • 

    99-year affordability period

  • 

    Minimum of 15,000+ sq ft ground floor retail/services

RFP Due

Proposals are due by 2:00 p.m. CST on Friday, May 30, 2025. Submit proposals to: HCDHardyYardsRFP@harriscountytx.gov


Anticipated Circulation of Written Interview Questions

Responsive proposers will be invited to provide answers from the proposed development team to written interview questions posed by the scoring committee. All proposers will be provided with the same list of questions.


Deadline for Responses

Proposers must have written responses to the interview questions submitted to the HCHFC in the form requested by this date in order to be considered responsive for this scoring criteria category.


Proposal Scoring - Estimated Date

The scoring committee will score each complete proposal submitted prior to the due date and recommend a preferred development partner to the HCHFC Board of Directors.



HCHFC Board of Directors Selection – Estimated Meeting Date

The HCHFC Board of Directors will will consider HCHFC’s recommendation for award. Following award, the selected Development Partner will enter into an Exclusive Negotiation Period with HCHFC per the Affidavit of Negotiation (signed as part of the RFP Response Form).


End of Exclusive Negotiation Period

Primary partnership documents must be executed before the end of the Exclusive Negotiation Period, expiring on August 15, 2025, at 5:00 pm (CST). The Exclusive Negotiation Period may be extended by up to an additional two months upon the mutual agreement of both parties.
