Development of Multifamily Housing –

Project Hardy Yards (800 Burnett St.)

Qualifications Due by December 1st, 2025 at 2:00PM CST

Harris County Housing Finance Corporation invites qualified parties to submit proposals as part of a two-step solicitation process. HCHFC seeks to identify a developer partner to assist in development of a mixed-use multi-family project on an HCHFC-owned site. HCHFC seeks an experienced developer with a history of successful mixed-use / mixed income projects, including either affordable housing or workforce housing components (eg. developments having compliance oversight) and finding innovative solutions to development challenges.

This step in the solicitation process will score proposals based on the scoring criteria provided in Section 6 of this RFP. HCHFC seeks proposals that exemplify innovative solutions and the ideal path forward to achieving a financially feasible, successful mixed-use project that will achieve as many of the HCHFC’s project goals as possible.

Qualifications are due by 2 p.m. CST, December 1, 2025.

Solicitation for Harris County – Hardy Yards Development

On behalf of the Harris County Housing Finance Corporation (“HCHFC”), an instrumentality and public non-profit corporation created by Harris County in 1980, CBRE is pleased to issue this solicitation inviting interested parties (“Proposers”) to submit a Statement of Qualifications (Step 1 – RFQ) and Proposals (Step 2 – RFP) for the development, financing, and construction of a mixed-use, multi-phase workforce housing project on a site owned by HCHFC at 800 Burnett Street in Houston, Texas. The Project is intended to fulfill HCHFC’s mission of delivering high-quality, affordable housing through an innovative execution model, with the selected Proposer serving as the long-term ground lessee and development partner.

HCHFC encourages Proposers to submit a qualifications packet in Phase 1 and engage with HCHFC and CBRE to explore this opportunity.

Housing Affordability Strategy for Harris County and Houston (Closed)

City of Houston and Harris County seek to engage qualified consultants to develop a housing data analysis, housing strategic plan, and a housing dashboard for the City of Houston and Harris County. Together, these three projects will be called “The Housing Affordability Strategy for Harris County and Houston (The Strategy).”
